That's hard to say without knowing more about your project. Specifically, it depends on

• How big the site is to be:
  Roughly, that's how many pages.
• What materials you can provide:
  A Web site is mainly constructed of text and images... do you have these already, or do they need to be developed?
• How you provide the materials:
  For example, it will cost more if the text has to be scanned or re-typed. It will cost less if you provide images in digital form, rather than on paper.
• The complexity of the content:
  That is, how difficult or easy it is to organize.
